But you are quite right about the Whigs. It was perfectly sensible that the Whigs could admire some of Napoleon's achievements in the areas you nominated i.e education, religious and administrative reforms.<br /><br />I had assumed that because the British disliked Napoleon's extinquishing of representative government and his persecution of his critics, they hated everything about Napoleon.
